In the Western Balkan there is a strong need for independent border monitoring mechanisms
In light of increasingly frequent allegations of incidents at the borders of the Western Balkan route, Balkan Refugee and Migration Council points to the potential and importance of establishing national independent border monitoring mechanisms that would guarantee better protection of migrants’ human rights, as well as determine responsibility for possible rights violations. The implementation of such mechanisms can also promote trust and agreement on key border management issues while respecting international standards and norms.
We emphasise that the new Pact on Asylum and Migration of the European Union within the so-called Screening Regulation provides for the establishment of independent national mechanisms at external borders with the participation of national, international, and nongovernmental organisations and bodies. The establishment of such a system will provide additional guarantees to the competent authorities regarding their internationally assumed obligations and norms provided by the internal legal order.
At the same time, Balkan Refugee and Migration Council prompts that an important segment of effective migration management systems also includes enabling migrants to access justice and protection systems, regardless of their legal status.
