Possibilities for cooperation between diaspora and the town of Užice
ImageThis publication is the product of capacity analysis of the town of Užice related to instigating engagement of diaspora in the development of the local community, improving the existing database on diaspora from Užice and establishing its potentials and needs, identifying experiences and good practices of the existing centres and offices for diaspora in Serbia, but also international experiences in cooperation between the state and diaspora. The publication consists of four parts. The first part presents the analysis of the existing potentials and possibilities of the town of Užice to stimulate diaspora to participate in development of the local community. On one hand, this analysis is the analysis of all strategic documents of Užice related to development, in order to identify the key areas in which diaspora could give its contribution. On the other hand, the legal framework related to investment is also examined, including regulations that hinder investment in Užice. The second part presents the existing experience in the work with diaspora of the Ministry for Diaspora of RS and centres and offices for diaspora in Serbia, including the Centre for Diaspora within the Regional Chamber of Commerce Užice, as well as the positions of diaspora from Užice on possible cooperation. The third part presents international experiences and good practices in cooperation between the state and diaspora. The fourth part presents the analysis of the existing cooperation between the town of Užice and diaspora and suggests actions for its enhancement at the round table “Diaspora for Development of Užice“.

Platform of the National Alliance for Social Housing Development
ImageThe text of the Platform of the National Alliance for Social Housing Development contains its basic programme principles and strategic goals. Its draft version was presented at the round table of members of the initiative for national alliance in Belgrade, on July 31. The comments related to formulation of strategic goals of the Alliance were used for enhancement of that working document, which was among others presented to and mainly positively assessed by participants of regional public discussions on social housing, held in five towns in October 2009.

Towards the White Schengen List (September 2009)
ImageThis report is dealing with the readiness of Serbia to fulfil basic legal and technical criteria imposed by the European Union Plan for the Liberalisation of the Visa Regime with the Republic of Serbia (Road Map), with special emphasis on additional (specific) criteria made by European Commission on July 15th 2009. The criteria are divided into 4 blocks: security of documents, integrated border management, public order and security (preventing and combating organised crime, terrorism and corruption), as well as external relations related to movement of people (freedom of movement of Serbian nationals, conditions and procedures for issuing personal documents, and civil rights, including protection of minorities).

Temporary compensation beneficiaries from Kosovo and Metohija: Research findings with recommendations
ImageGroup 484 conducted a research aimed at better inclusion of internally displaced persons (IDPs) in the Serbian labour market. The objective of the research was to detect the scope and effects of the temporary compensation and use the obtained information to define measures for the reform of this form of state budget givings. In order to obtain a realistic picture of the position of IDPs on the labour market and their socio-economic status, Group 484 has conducted a survey with the temporary compensation beneficiaries, with the support of the Ministry for Kosovo and Metohija and the National Employment Service. Employees from institutions working with IDPs, with their attitudes, available documents and proposed solutions gave valuable contribution to the creation of this publication. Migration Potential of Serbia, July 2009
ImageThe purpose of this research is to examine whether Serbia’s accession to the European Union represents migrational threat to EU member countries. Therefore, we have conducted a research on migration potential on representative sample in Serbia in order to gain insight into the scope, structure but also determinants of migration potential. The research also provides important information on characteristics of potential migrants, reasons for migration and destination countries. The data are important for the creation of migration policies of the country and the assessment of demographic, economic and social detriments, but also the assessment of their potential for return through connections of migrants with the country of origin and possible return to the homeland. The research is also important since it is one of rare ones related to migration potential of Serbia. It contains the following chapters: research methodology, sample, migration potential, potential migrants profile, motives and obstacles to migration, destination countries, conclusions and recommendations.

An open letter to the National Assembly of the Republic of Serbia: Adoption of Law on Social Housing
ImageAn open letter to the National Assembly of the Republic of Serbia is one of the initiatives from the round table Planning Development of Social Housing in Serbia: actual and possible (beneficiary perspective) organised by Group 484 and Urban Development Programme on April 24, 2009. The letter points to the importance of the Law on Social Housing and its urgent adoption as the first precondition for a faster, more systematic development of social housing in Serbia, appealing to the National Assembly of the Republic of Serbia to urgently adopt the Law on Social Housing and enable the Serbian Government and all local self-governments to start forming instruments for a systemic solution of housing needs of their population. Their agreement with the contents of this letter has been confirmed by 30 representatives of ministries and other state institutions, town and municipal housing agencies, local self-governments, refugee and IDP associations, other civil society organisations and important international organisations, as well as by experts in the field of housing policy.

Displaced Family and School
ImageThe purpose of this paper is to shed light on the school success of displaced children, on the forms and the content of cooperation between displaced families and school, and to identify guidelines for straightening the key protagonists in the educational process under the conditions of displacement. In keeping with this aim, the research realized consisted of two complementary parts. In the first part, data were gathered on the school success of 62 displaced children on the basis of the school documentation provided. The second part of the research involved the application of questionnaires, designed to meet the needs of the study, on a sample of 22 preadolescent children, displaced from Kosovo and Metohija, 22 parents and 23 teachers of theirs. These are displaced families who have come from Kosovo and Metohija and are residing in collective centers, where the research was carried out. In the final section of the paper, the results obtained are discussed in relation to the results of similar studies, and some suggestions are offered with a view to improving the relationship between the family and school within the framework of the displaced population.
